IP Scorecard for the 14th Five-Year Plan Released, with Multiple Indicators Among the World’s Top

The 15th China Intellectual Property Annual Conference was held in Beijing from September 8 to 9, under the theme “Striving to Promote High-Quality Development of Intellectual Property Undertakings in the 15th Five-Year Plan Period.”
The China National Intellectual Property Administration (CNIPA) said that during the 14th Five-Year Plan period, China’s intellectual property work shifted from pursuing quantity to improving quality, and the intellectual property cause achieved new development, new leaps, and new improvements.
In terms of the legal system, China completed a new round of comprehensive amendments to the Patent Law and its Implementing Regulations, and established a system of punitive damages for infringement with the highest standards in the world.
In terms of creation, the number of valid domestic invention patents in force reached 5.394 million, and the number of valid domestic trademark registrations reached 50.816 million. China’s PCT international patent applications ranked first globally for seven consecutive years, while its filings of industrial designs under the Hague System and international trademark applications under the Madrid System both ranked among the world’s top.
In terms of examination, China built a world-leading intelligent patent examination system and a new-generation trademark examination system, and achieved the application of multimodal large models in examination work. The examination cycles for patents and trademarks both reached the fastest international level under comparable examination systems.
In terms of utilization, the value added of patent-intensive industries exceeded 18 trillion yuan, rising to 13.38 percent of GDP. The annual total imports and exports of intellectual property royalties exceeded 400 billion yuan.
In terms of protection, China established 129 national-level intellectual property protection centers and rapid rights-protection centers, as well as 116 platforms providing guidance on overseas intellectual property dispute responses. Public satisfaction with intellectual property protection rose to 82.81 points.
In terms of services, basic intellectual property data have been opened to the fullest extent possible, and all public services are available through a single window and a single online portal. Service institutions of various types now cover a broader range and provide better services.
In terms of international cooperation, China newly acceded to the Hague Agreement Concerning the International Registration of Industrial Designs and the Marrakesh Treaty, and helped bring about the successful conclusion of the WIPO Treaty on Intellectual Property, Genetic Resources and Associated Traditional Knowledge and the Riyadh Design Law Treaty.
The World Intellectual Property Organization’s Global Innovation Index 2025 report shows that China’s ranking rose to 10th, entering the global top 10 for the first time. The number of global top 100 innovation clusters it possesses has ranked first among all countries for three consecutive years.
